The University of Valencia stands out as one of the main public research organisations in Spain, with more than three thousand researchers integrated in 84 departments, 21 institutes and 5 other research units, belonging to social, biomedical, human, experimental and formal sciences. It is a leading academic organisation at national level, with a remarkable international dimension, which ranks among the top 300 in the world, top 147 in Europe and top 5 in Spain as per ARWU “Shanghai” Ranking. Regarding scientific production, National Taiwan University Ranking – NTU shows a position of 3 in Spain, 79 in Europe and 210 in the world.

It counts on a network of research institutes of its own or joint centres with other organisms, a unit for management, promotion and information on European and International research projects and an office for technology transfer within its Transfer and Innovation Service, and several central services within the reach of the scientific community, the institutions and the industry.

The University of Valencia contributes with the experience and work of the Institute on Robotics and Information Technology and Communications (IRTIC)  through the LISITT group.

Role of institution in the project

The members of the privacy and security area of IRTIC from the Univeristy of Valencia will lead the tasks that guarantee the adequate regulatory compliance of the project. This task not only implies being able to align the project with the General Data Protection Regulation, as it will be necessary to define a comparative framework based on national laws, and recently approved legislation such as the Data Governance Act, and to evolve the project with laws in preparation such as the Data Act, AI Regulation, and European Health Data Space Regulation.

Ricard Martínez Martínez

Ricard Martínez Martínez is PhD in Law from the Universitat de València and has focused his research on the study of the fundamental right to data protection and to different issues related to the impact of information and communication technologies on privacy. He currently works at the Universitat de València as Full-time Lecturer (PhD) in the Department of Constitutional Law, Political Sciences and Administration. Member of the Healthcare Data Innovation Council. Within the framework of his transfer and public service activities, he has successively been part of the Working Group on Citizens’ Digital Rights of the Ministry of Energy, Tourism and Digital Agenda and of the Working Group on Digital Rights of the Secretary of State for Digitalisation and Artificial Intelligence. He currently focuses his research on studying the conditions for the generation of massive data repositories for research purposes, particularly in the field of health, and on regulatory compliance in the field of Artificial Intelligence. In this second group, he was one of the five rapporteurs of the Digital Rights Charter. Former database control technician at the Universitat de València. President of the Spanish Professional Privacy Association.

Francisco Soriano

Francisco Soriano has a Physics MSc. He is associate professor at the Computing Science department of University of Valencia where he is devoted to subjects related to computing networks and computing security. He is a member of the LISITT research group belonging to the Institute on Robotics and Information Technology and Communications (IRTIC) and his main work and research topics are related to telematic systems applied to traffic and transport (Intelligent Transport Systems, ITS), as well as to the privacy and data protection, and computer and network security. He has worked through contracts or projects with the Spanish General Directorate of Traffic, the Ministry of Transports and the Basque Government on European projects that have included topics such as RDS-TMC and DATEX, and European coordination platforms for ITS implementation such as EasyWay, EUEIP, Arc Atlantic, ARTS, SERTI mainly from the CEF European funding line. He has also been R&D projects evaluator from the European IV Framework Programme and involved in Spanish and European standardisation bodies (AEN/CTN 159 and CEN/TC278). He has taken part on issues related to the General Data Protection Regulation (GDPR) and the Spanish National Security Scheme (ENS) in addition to forensic analysis and computer and networks auditing.
