The Shared Services of the Ministry of Health, E.P.E. was created in 2010, by Decree-Law No. 19/2010, of March 22, as a corporate public law legal person, endowed with legal personality, administrative and financial autonomy and its own assets, under the terms of the legal regime of the State’s business sector, being subject to the supervision of the members of the Government responsible for the areas of finance and health. In accordance with the legal framework established by Decree-Law No. 19/2010, of March 22nd, with the successive amendments described below, the SPMS powers and attributions have been strengthened in terms of service provision shared services specific to the health area to establishments and services of the National Health Service (SNS), regardless of their legal nature, as well as to the bodies and services of the Ministry of Health and any other entities, when carrying out specific activities in the area of health.

Indeed, the SPMS has the following attributions:

The provision of shared services in the areas of purchasing and logistics, financial services, human resources and information and communication systems and technologies;

The functioning of the National Health Service Contact Center (CCSNS) and the National TeleHealth Center (CNTS);

Ensure the activity and management of the SNS Control and Monitoring Center (CCMSNS), within the scope of shared services for checking medication invoices, complementary means of diagnosis and therapy and other areas of health services.

Role of institution in the project

SPMS is envolved in 4 work packages: WP3, WP4, WP5 and WP6.

SPMS will help by sharing national good practices and learn from the experience produced within EU-CAIM and all partners involved in this consortium. SPMS has a lot of experience in international projects.

Cátia Sousa Pinto

Cátia Sousa Pinto is the Coordinator of the International Projects and Affairs Unit (UPRI), SPMS. She has a MD, specialist in Public Health. Previously, she worked as the Head of Epidemiology and Surveillance Division, Directorate-General of Health; Advanced Analytics and Intelligence Unit of SPMS; Public health doctor, designated Local Health Authority in ACES Loures-Odivelas Primary Healthcare Centres in Portugal.

Vanessa Mendes

Vanessa Mendes is the eHealth Team Leader at International Projects and Affairs Unit (UPRI), SPMS. She has a Masters in Pharmaceutical sciences, PhD in Pharmaceutical Sciences. She has experience in research in the developing of anticancer drugs, and before joining SPMS, she worked as an Innovation & research manager at a start-up. Currently, she is an eHealth project manager with experience in the management of different eHealth-related projects (e.g, Gravitate-Health, UNICOM, European mHealth Hub).

Gonçalo Sousa Lourenço

Gonçalo Sousa Lourenço is the eHealth Project Manager at International Projects and Affairs Unit (UPRI), SPMS. He has a MSc. Biomedical Engineering, MSc. Global Healthcare Management. He has experience in lab research and before joining SPMS he worked as a business consultant in Data Analytics and Artificial Intelligence. He currently works as an eHealth project manager.
